The Buoyancy Foundation of Victoria Inc, is a counselling, consulting and continuing care agency (CCCC) funded by the Department of Human Services, Victoria and the Commonwealth Department of Health and Ageing, working in partnership with clients with alcohol and licit and illicit substance issues. It is a not-for-profit organisation which provides these services to its clients without cost. In addition to its drug and alcohol counselling services, the Buoyancy Foundation has auspiced the Young Vietnamese Women and Drugs Project (under two rounds of funding from the Commonwealth Department of Health and Ageing 1999-2003 and 2003-2006) which aims to, “create and offer opportunities for young Vietnamese women as leaders in their own lives and in their communities,” through the following objectives:

Objective 1: To provide education and information relating to drug issues to young Vietnamese women (YVW).

Objective 2: To provide YVW with a range of support services that are accessible and flexible.

Objective 3: To empower YVW in the face of the drug culture.

Objective 4: To enable YVW to be leaders in their own lives and in the wider community.

The Young Vietnamese Women and Drugs Project

The Buoyancy Foundation of Victoria Inc., a drug-counseling service, is the agency accountable for this project. The project was created in response to the low rates of participation in drug and alcohol services by young Vietnamese women. The Project Manager is Ms Deborah Homburg, Chief Executive Officer of the Buoyancy Foundation. The first four-year cycle of the project extended from September 1999 to June 2003. Funding was via the Commonwealth of Australia, Department of Health and Aged Care, Non-Government Organization Treatment Grants Program. Funding has now been extended for a second cycle, covering the three years July 2003 to June 2006.

A key part of the Project strategy involved devising a Key Concept that the young Vietnamese women would find attractive and inspiring. The concept would empower them in dealing with the drug culture and increase the likelihood that they would engage with drug and other health services where appropriate. In 1999 the concept Leadership was chosen for the Project, expressed as follows:

During the first cycle, over 258 young Vietnamese women designed, implemented and completed many projects that were tangible expressions of leadership. This included the young Vietnamese women for adventure (1999-2001), the young Vietnamese Mother’s Support Group (based in both Footscray and St. Albans 2001-2002), the Divine Lotus Documentary (2002) and the Voice Box radio Program (2004). This Key Concept continues to underlie the project, with all aspects of the Project being designed within this context.
